What states do not require a contractor's license. The National Association of State Contractors Licensing Agencies reports that the following 21 states require roofers to be licensed or registered. Colorado does not require state licenses for general contractors but does require specific state licensure for both. Some municipalities also have trade requirements so be sure to check with local agencies before hiring.
